Virginia Master Barber Practical Exam Kit List
Virginia's barber practical is graded across haircutting, shaving, chemical waving, relaxer, colour and a blood exposure procedure, all on a mannequin. These are the 48 supplies NIC lists, grouped by service exactly as the bulletin groups them.
Virginia doesn't write this exam — NIC does. DPOR issues the licence, but the practical is the National-Interstate Council's national barber styling examination. That is why this kit differs from the Texas and Maryland lists on this site: those come from PSI bulletins, a different vendor entirely.
NIC calls this a suggested list, and this bulletin is dated Rev. 9/21/18, Eff. 6/1/2018. Its exact words: candidates are responsible for bringing all needed materials, even if not included on this list. NIC revises these documents and this one is several years old — read your own current bulletin before exam day and treat this as the starting point, not the final word.

The labelling rule that applies to everything above
NIC states this as four separate rules. They are not the same rule worded four ways — manufacturer labels and labels you make yourself are treated differently.
- All supplies must be labeled in English.
- No other languages can be present unless an original manufacturer's label is present.
- Original manufacturers' labels must have English, and may be multi-language.
- All other created labels must be English only.
- Mannequins may carry no pre-markings or pre-sectioning, and clippers must have an actual electrical cord.
